Certificates of Non-Manipulation / Non-Interference under NZ/China FTA

Where New Zealand goods are exported to China via intermediary countries, a number of New Zealand traders have encountered requirements for Certificates of Non-Manipulation / Non-Interference.

New Zealand Customs understands that China Customs (GAC) is developing guidelines on administering the transhipment of goods through intermediate countries. Until those guidelines are formalised, exporters may consider contacting the following agencies about obtaining Certificates of Non-Manipulation / Non-Interference.


Hong Kong

China Inspection Company Limited (CIC): Has the ability to issue Certificates of Non-Manipulation for goods transhipped though Hong Kong to China.

Singapore Customs: Has the ability to issue Certificates of Non-Manipulation for goods transhipped though Singapore to China.

Under other FTAs China is party to, China Customs has indicated that certificates of non-manipulation issued by these entities in these two countries are suitable forms of evidence that no further manufacture occurred there. However, there is no guarantee that certificates of non-manipulation issued by these entities will meet the needs of China Customs under the NZ/China FTA. China FTA Certificate of Origin applicant's should ask their client / importer to approach China Customs at the point of import to see if these certificates will release the goods at NZ/China FTA preferential rates.

Exporter Declaration Template

Exporters have the choice of providing an FOB invoice value, or providing a separate 'Exporter Declaration' stating the FOB value of the goods. This does not need to be certified by the Chamber of Commerce.

Harmonised System Codes (HS Codes)

The Working Tariff Document of New Zealand. In this document you will be able to locate the HS Code that you will need to add to your FTA Certificate of Origin for each product.

Please Note:
The NZ/China FTA and AANZ FTA Certificates of Origin require a six digit HS Code to be assigned for each product. Click here to link to The Working Tariff Document of New Zealand.


Duplex Printing:

The format of the NZ/China FTA and AANZ FTA Certificates of Origin requires the documents to be printed on a duplex printer (double sided). Certificates issued using this website will include a page of "Overleaf Instruction" as the second page - exporters should print this second page on the reverse side of the first page of their certificate. This "Overleaf Instruction" should not be printed on the reverse of any certificate overflow pages (keep them blank).
